Sheff Wed Confronts a 'Significant Problem', States New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties represent a a "significant problem" and the independent regulator is looking to gain the ability to look into club affairs in such situations, its new chair David Kogan has declared.

During an extensive discussion, the chairman, who was named to the position this week, showed understanding towards the club's followers.

Kogan met with four fan organizations representing the football team this week.

The team have been facing challenges both on and off the pitch in the current year, with the club delaying salary disbursements on several different times, including in last month.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the great brands for the English game and this week we have met fan representatives.

"We are seeking authority... which will enable us to take the club and similar situations submitted for our review if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in March and May caused limitations by the English Football League (EFL) in mid-year, preventing the club from carrying out any recruitment activities for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Regulator's Perspective

Kogan said: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where fans are dedicated to a community organization that has been part of their lives in multiple situations.

"I completely understand the club's situation, as I do for every team that since 1992 have gone to the wall, or nearly ceased operations, for causes separate from the supporters."

When asked if the oversight body could require an proprietor to divest a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is begin intervening in an individual club, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"However, realistically, when you examine the past of the game, over the past few decades there have been particular chairmen, not many, but particular people who have shown negligence in the manner they have operated their teams and eventually refuse to accept accountability for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged delegates from multiple organizations to explain the responsibilities of the oversight body this week and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the extraordinary progress that's been made necessary will vanish rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we've got to keep it going.

"Considerable investment flowing into the game and has been invested for the past two decades, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I fully support the achievement and development as an financial organization of the top division.

"Being fully aware of the worry about compromising the top flight as an elite competition of this country. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in the past.

The 68-year-old donated money to government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
